Growth of scales, complexity, dynamics of construction, increase of requirements to efficiency and quality of construction, complication and quick change of economic, technical and organizational conditions cause the necessity of the more perfect control system creation. Purposes, tasks and principles of planning have to correspond to the features of construction production and include strategic, tactical, operational planning. Operational planning differs from other types of planning in principle and is connected with operational organization, operational control, operational regulation, operational account and analysis. High-quality performance of these functions has to become a basis of preparation of management solutions and is intended for effective coordination of construction production participants.
