| dc.description.abstract | Цель статьи заключается в определении концепции и действий регламентации, что является одним из спорных вопросов в юридической теории. В литературе встречаются определения регламентации через функцию, метод, инструмент, способ, тип или поле деятельности администрации. В юридическом значении регламентация дает полномочия административным органам на вмешательство в сферу прав и экономических свобод предпринимателей. Поэтому регламентация должна носить исключительный характер, когда применение других законных средств не приводит к достижению поставленных целей. Концепция регламентации и ее рамки важны с точки зрения хозяйственных лиц, что обосновывает актуальность систематизации идей доктрины в анализируемой области исследований. | ru_RU |

| dc.abstract.alternative | The purpose of the article is to define the concept and actions of the regulation, which is one of the controversial issues of juristic theory. In literature the notion of regulation is described through function, method, tool, way, type or through an administrative activity field. In the legal sense the regulation empowers administrative authorities to intervene in the sphere of human rights and economic freedoms of entrepreneurs. Therefore, the regulation should be applied, when the use of other legal means does not lead to the desired goals. The concept of regulation and its scope are important in terms of economic entities, which substantiates the relevance of the systematization of ideas in the doctrine of the analyzed research area. | ru_RU |
