| dc.description.abstract | В статье рассматриваются проблемы возмещения морального вреда жителям умного города и возможные пути их решения. Описываются основные трудности, связанные со сложностями её решения, как во всём мире, так и в рамках отдельных стран. Они порождаются для всех стран отсутствием формальных методов для её решения и неоднозначными подходами к охране здоровья граждан и охране окружающей среды. В отдельных странах проблема осложняется малыми доходами на душу населения и отсутствием нужных специалистов, чтобы закрывать весь комплекс вопросов. Предлагается возможное решение задачи для случая, когда моральный вред может подтверждаться документами. Всю задачу предлагается решать методом мозгового штурма группой компетентных специалистов из разных областей знаний. | ru_RU |

| dc.abstract.alternative | The article deals with the problems of compensation for moral harm to residents of a smart city and possible ways to solve them. The main difficulties associated with the complexities of its solution both around the world and within individual countries are described. They are generated for all countries
by the lack of formal methods for its solution and ambiguous approaches to protecting the health of citizens and protecting the environment. In some countries, the problem is complicated by low per capita incomes and the lack of the necessary specialists to cover the whole range of issues. A possible solution to the problem is proposed for the case when moral damage can be confirmed by documents. The whole task is proposed to be solved by the method of brainstorming by a group of competent specialists from different fields of knowledge. | ru_RU |
