| dc.description.abstract | В научных публикациях по проблеме самоуправления представлен
достаточно широкий спектр взглядов, отражающих различия, порой
существенные, в содержательной трактовке этого ставшего снова модным понятия. В одних случаях эти различия обусловлены спецификой
узкопредметного анализа проблемы, не позволяющего правоведам,
политологам, экономистам и другим подниматься на уровень сущностного обобщения явления, в других они связаны с акцентированием
внимания на особенностях самого процесса зарождения и развития
самоуправления в разных странах и в разные исторические периоды.
Невнимание в теории более высокого уровня неминуемо приводит к методологической немощности исследований и терминологической неразберихе. А потому в современных публикациях о самоуправлении пишут то как о демократическом принципе или об особой
форме взаимоотношений социального субъекта со средой и другими
социальными субъектами, то как о форме согласования интересов и
разрешения конфликтов или как о «дополнении» представительных
институтов, своеобразном средстве преодоления бюрократизма. | ru_RU |

| dc.abstract.alternative | A wide spectrum of views on the problem of a local self-government is in the scientific literature. These views reflect the differences sometimes significant in a meaningful interpretation of the concept became trendy again. In some cases these differences are caused by the specifics of a narrow
objective analysis of the problem not allowing lawyers, political scientists, economists and others go up to the level of the essential generalization of the
phenomenon, in other cases they are related with a focus on the specifics of the process of birth and development of a self-government in different
countries and in different historical periods.
The attention in the theory of higher level inevitably leads to the frailty of the methodological research and terminological confusion. And because in
the modern publications on a self-government write it as a democratic principle or on the special form of the relationship of the social subject with the
environment and other social actors, then as a form of coordination of interests and resolving conflicts or as a «supplement» of a representative institutions, a kind of means to overcome the bureaucracy. | ru_RU |
